20 min. parking on private property?

If a sign marked 20 minute parking for Oak Grove market only is displayed with proper wording and of legal size, at every entrance does the tow company still have to wait a hour to tow it with the markets owner request, or can it be removed after the 20 min. is violated by a non-shopper?
