Question about sinus drainage...?

When you feel something in your throat, like something is in there and you cough and it goes away, and then it comes back, i'm not sure if its sinus drainage or what it is, lately ive been sneezing because of my dog. It goes and comes, it could be other allergies. Also can allergies make you short of breath, like irritate your lungs?
