Why doesn't Microsoft/Infinity ban people who hack their ranks? (Xbox)?

Maybe they are, which I could not find any details about online. I play COD MW2 on xbox live and there are blatant cheaters (Rank modders, Shoot through walls, etc...). Why are they not being taken care of?
